Abstract— In this study, a proposed faces recognition methodology based on the neural micro-classifier network. The proposed methodology uses simple well known feature extraction methodology. The feature extraction used is the discrete cosine transformation low frequencies coefficients. The micro-classifier network is a deterministic four layers neural network, the four layers are: input, micro-classifier, counter, and output. The network provide confidence factor, and proper generalization is guaranteed. Also, the network allows incremental learning, and more natural than others. Abstract: In this paper, an exact image compression based on bit-planes blocking is proposed. The proposed algorithm uses two bit codes for block representation. The codes represent the states of Unicode block and non-Unicode. The algorithm considers further division to non-Unicode block. The block division continues until the smallest block size which are kept as residuals. The smallest block size in the study is two by two. The main process of encoding consumed three codes. Subsequent process uses the fourth code (...) for further compression. The resultant file is subject to further exact compression. The compression technique considered in this study is Huffman. The compression-decompression implementation complexity is comparable with the well-known methods. Also, the compression ratio for the algorithm is comparable with well-known methods. The algorithm parallelization is straightforward and dependent on number of planes. Within a plane, the process hardware realization is simple and does on require special hardware. (shrink)

In this article I build on Gertler's recent version of the disembodiment argument to defend a modern and "weak" dualism. The hardest part in disembodiment arguments is to imagine oneself disembodied if that was even possible. In my article I avoid this weakness by introducing body swapping argument. In my novel argument we don't need the problematic image of disembodied self, it's sufficient to imagine one's consciousness in another body, an image too easy to imagine that it became a movie (...) cliche. The weakness in this modified argument is that it proves a weaker version of dualism. Namely, it proves that the mind can't be reduced to a specific physical property other than materiality itself. Hence, either the physical is fundamentally mental, or mental isn't physical. (shrink)

Abstract: In a former paper [21], an exact image compression based on bit-planes blocking was proposed. The proposed algorithm uses two bit codes for block representation. The outcome of the encoding process is two streams: Main Bit Stream, MBS and Residual Bit Stream, RBS. The algorithm core is searching for the greatest block of Unicode to encode in main stream and if not found until size of two by two then it will be kept as is in residual stream. In (...) this paper, a lossy version of that algorithm is presented. The change in the base algorithm is in the definition of the unary-code-block is eased to be above certain percent. The percent is varied from plane to another as their contribution to image power varies. The testing of the proposed algorithm shows comparable results. Physicians try hard to alleviate mental and physical ailments of their patients. Thus, they are heavily burdened by observing ethics and staying well-informed while improving health of their patients. A major ethical concern or dilemma in medication is that some physicians know their behavior is unethical, yet act against their moral compass. This study develops models of theory–practice gap, offering optimal solutions for the gap. These solutions would enhance self-motivation or remove external obstacles to stimulate ethical practices in medicine. The (...) Constructivist Grounded Theory Methodology is applied here where the participants and the main researcher mutually interacted with each other. Data collection was performed through qualitative methods including observation and semi-structured interviews with 21 physicians and medical students. Initial and focused coding was done, from which principal concepts were later extracted. MAXQDA software was used for analyzing data. Analysis of twelve major concepts in the study resulted in two factors and solution groups, from which four general notions influencing the ethical theory and practice gap in medicine were extracted: providing effective education to change attitude and behavior; considering motivational and emotional factors; reconstructing regulations and processes to facilitate ethical practice; conducting comprehensive and systematic studies. The existing medical educational system needs to be reconsidered to add to individual internal motivation, including optimizing persuasion strategies, maximizing participation of students, adhering to virtuous ethical theories, and fostering emotions. Additionally, regulations and processes can be reconstructed to remove practical obstacles and promote ethical practice with insignificant damages to individual self-motivation. (shrink)

A systematic analysis of land use/cover change is so decisive to exactly understand the extent of change and take essential measures to curb down the rate of changes and protect the land cover resources sustainably. This land use/land cover change study was conducted in Agarfa district of Bale zone, Oromia Regional State, Southeastern Ethiopia. The objectives of this study were to evaluate the trends, drivers and its socio-economic and environmental implication in study area. A descriptive research method was employed to (...) achieve the intended objectives of the study. In the three years (1976, 1995, and 2014) Landsat Satellite images and socio-economic survey were the main data sources for this study. ERDAS Imagine and Arch-GIS tools were used to classify and generate land use/land cover maps of the study area. Survey questionnaires, key informant interviews, and field observation were employed to obtain information on drivers and its socio-economic and environmental implication in the district. The results show that the land use/land cover of the study area had changed dramatically during the period of 38 years. A rapid loss of forest land and shrub land cover in the landscape took place between 1976 and 2014. Conversely, agriculture and grazing lands were increased by 30% and 42% respectively at the expense of the lost land use/land cover types. Forest land is the most converted cover type during the entire study period. In the 38 years, forest lands diminished by over 65% of the original forest cover that was existed at the base year (1976). Local climate change, declining agricultural productivity and livestock quantity and quality and scarcity of fuel wood and constructional materials were some of the socio-economic and livelihood impacts of land use and land cover change of the study area. Thus, this finding affords information to land users and policy makers on extent of the change and social forces leading to this changes and its subsequent implication on local socio-economic and environmental conditions of the study area.
